General Import Considerations For Zambia
Before calculating costs, ensure your vehicle is legally permitted to enter Zambian borders:
Right-Hand Drive (RHD) Mandate:
The importation of Left-Hand Drive (LHD) passenger vehicles is strictly prohibited. Exceptions are exclusively reserved for specialized commercial vehicles, such as ambulances and fire engines.Age Penalties (No Strict Ban):
Zambia does not enforce a hard age limit on used imports. However, vehicles older than 5 years from the year of manufacture attract a mandatory 20% Age Surtax, making newer vehicles more financially viable in the long run.Mandatory Pre-Shipment Inspection:
All used vehicles must pass a Pre-shipment Inspection for roadworthiness and structural integrity before leaving their country of origin. This must be conducted by certified bodies such as JEVIC (Japan Export Vehicle Inspection Center) or EAA. Arriving at the border without this certificate results in severe penalties and clearance delays.
How Zambia Duty is Calculated?
The Zambia Revenue Authority (ZRA) uses an ad valorem (value-based) system that calculates taxes sequentially. This means later taxes are compounded on top of earlier taxes.
Here is the exact sequential formula applied in our calculator:
CIF Value:
The combined total of your vehicle purchase price (FOB) + Ocean Freight + Insurance to the border.Customs Duty:
A flat 25% applied strictly to the CIF value for standard passenger sedans (Note: SUVs and Station Wagons may attract up to 30%).Excise Duty (Engine Capacity):
This is a compounding tax. It is calculated on the Value for Purpose of Excise (VPE), which is CIF + Customs Duty. The rate scales with engine size:Up to 1500cc: 20%
1501cc to 2500cc: 30%
2501cc to 3000cc: 40%
Above 3000cc: 50%
Age Surtax:
If the vehicle is older than 5 years, an additional 20% surtax is levied on the CIF value.VAT (Value Added Tax):
A flat 16% calculated on the Value for Tax Purposes (VTP). Your VTP is the sum of CIF + Customs Duty + Excise Duty.
Your Total Payable at the Border = Customs Duty + Engine Excise + Age Surtax + VAT.

The Zambia Revenue Authority (ZRA) reserves the right to reject a declared invoice value if it does not align with their internal fair-market valuations. Vehicle Regulations & Safety Requirements For Zambia

Clearing customs is only the first step. To legally drive your imported vehicle on Zambian roads and avoid impoundment by the Road Transport and Safety Agency (RTSA), your vehicle must strictly comply with the Road Traffic Act No. 11 of 2002.
Mandatory Equipment for ALL Passenger Vehicles:
Serviceable Fire Extinguisher:
Under the Road Traffic (Certificate of Fitness) Regulations 15, you must carry a minimum 1-litre (or 1kg equivalent) fire extinguisher. It must be approved for petrol and oil fires, fully charged, and visibly carried in a secure bracket so it is immediately accessible.Warning Triangles:
You must carry a minimum of two (2) reflective red warning triangles. They must be double-sided and highly reflective to ensure visibility during breakdowns to comply with RTSA standards.Spare Wheel & Jack:
Your vehicle must be equipped with a roadworthy spare tire, alongside an efficient mechanical jack and the correct wheel spanner.
Reflector Laws (For Commercial Vehicles & Pickups):
If you import a commercial goods vehicle, bus, or pick-up truck, you fall under stricter RTSA retro-reflective markings regulations:
A continuous strip of red honeycomb reflective tape must be horizontally affixed across the rear of the vehicle.
A continuous strip of white honeycomb reflective tape must be horizontally affixed across the front bumper.
Commercial vehicles must also carry up to two (2) fire extinguishers depending on passenger volume or hazardous goods class.
