General Import Considerations For Tanzania

Before calculating costs, you must ensure your vehicle is legally permitted to enter Tanzanian borders:

  • Left-Hand Drive (LHD) Ban:
    The importation of Left-Hand Drive vehicles is strictly prohibited for general passenger use under Tanzanian traffic laws. Only specialized commercial vehicles (e.g., ambulances, fire engines, construction equipment) with specific permits may be LHD.

  • Age Penalties (Not an Outright Ban):
    Unlike Kenya or Zimbabwe, Tanzania does not have a strict age ban on passenger vehicles. However, they heavily penalise older vehicles. Vehicles older than 8 years from the year of manufacture attract an "Excise Duty on Age" penalty of 15% to 30%.

  • Mandatory Pre-Export Inspection:
    All used vehicles must undergo a Pre-Export Verification of Conformity (PVoC) by an agency approved by the Tanzania Bureau of Standards (TBS) (e.g., JEVIC, EAA) before leaving the origin country. Arriving without this roadworthiness certificate results in a severe 30% penalty on the CIF value, plus local inspection delays.

How Tanzania Duty is Calculated?

The Tanzania Revenue Authority (TRA) calculates taxes sequentially based on the CIF(Cost, Insurance, and Freight) value:

  1. CIF Value:
    The combined total of your vehicle purchase price (FOB) + Ocean Freight + Marine Insurance to the Port of Dar es Salaam.

  2. Import Duty:
    A flat
    25% applied strictly to the CIF value.

  3. Excise Duty (Engine Capacity):
    Based on cylinder capacity. Vehicles under 1000cc are exempt (0%). Vehicles 1001cc–2000cc attract 5% of CIF. Vehicles over 2000cc attract 10% of CIF.

  4. Excise Duty (Age Penalty):
    Vehicles 0–8 years old are exempt. Vehicles 8–10 years old face a 15% penalty on CIF. Vehicles over 10 years old face a massive 30% penalty on CIF.

  5. Processing Fees & Levies:
    Usually comprised of the Railway Development Levy (RDL) at 1.5% and a Customs Processing Fee (CPF) at 0.6% (Total ~2.1% of CIF).

  6. VAT (Value Added Tax):
    A flat 18% calculated on the Value for Tax Purposes (VTP). Your VTP = CIF + Import Duty + Engine Excise Duty + Age Penalty.

Your Total Payable at the Port = Import Duty + Engine Excise + Age Penalty + Levies + VAT.

Vehicle Regulations & Safety Requirements For Tanzania

Once you clear customs at the Port of Dar es Salaam, your vehicle is subject to the Tanzania Traffic Act (Cap. 168). The Tanzania Police Force (Traffic Division) strictly enforces onboard safety equipment. To avoid spot fines or vehicle impoundment, ensure you have the following equipped before leaving the port:

Mandatory Equipment for ALL Passenger Vehicles:

  • Serviceable Fire Extinguisher:
    A minimum
    1kg dry powder fire extinguisher. It must be certified, fully charged (gauge in the green), and securely mounted inside the passenger cabin where it is easily accessible.

  • Warning Triangles:
    You must carry a minimum of two (2) reflective red warning triangles. They must meet international/Tanzania Bureau of Standards (TBS) reflectivity standards to ensure visibility during breakdowns.

  • First Aid Kit:
    A fully stocked and unexpired first aid kit is required by law to be present inside the vehicle at all times.

  • Spare Wheel & Jack:
    Your vehicle must carry a roadworthy spare tire, alongside an efficient jack and specific wheel spanner capable of removing the wheel nuts.

Reflector Tape Laws (For Commercial Vehicles):
If you are importing a pick-up truck, van, or any vehicle classified for commercial goods transport, you must comply with strict retro-reflective tape regulations:

  • A continuous strip of red honeycomb reflective tape must be placed horizontally across the rear.

  • A continuous strip of white honeycomb reflective tape must be placed horizontally across the front bumper.

  • Commercial vehicles must also have their tare weight and maximum gross vehicle weight clearly stenciled/painted on the side of the vehicle body.
